Background The Republic of Mozambique, through the Agency for Digital Transformation and Innovation (ATDI, IP), is implementing an ambitious digital transformation program aligned with the vision of building a more efficient, transparent, and citizen-centered public administration. This program is part of the Digital Economy and Electronic Government Project (EDGE), funded by the World Bank, and aims to establish the foundations of a modern and interoperable Digital Public Infrastructure (DPI). Within the scope of this program, ATDI, IP has already begun implementing an Interoperability Platform based on X-Road, which will enable the secure exchange of data between government institutions and public and private service providers. To complement this infrastructure and enable the identification, authentication, and digital signature of citizens, residents, and companies, it is necessary to implement a national ecosystem of mobile digital identity and electronic signature. The mobile digital identity solution to be implemented must be inclusive, scalable, and accessible to all citizens, regardless of their geographic location, connectivity, or device type.
