Request for Bids Goods (One-Envelope Bidding Process) Country: Kingdom of Bhutan Name of Project: Accelerating Transport and Trade Connectivity in Eastern South Asia – Bhutan Phase 2 Project (ACCESS); Contract Title: Supply of Road Safety Enforcement Equipment Loan No./Credit No./ Grant No.: IDA 77560 (Credit)/IDAE4310 (grant) RFB Reference No.: ACESS/DOST/GD-1/1 1. The Royal Government of Bhutan has received financial assistance in the form of Credit and Grant from the World Bank toward the cost of the Accelerating Transport and Trade Connectivity in Eastern South Asia (ACCESS)-Bhutan Project and intends to apply part of the proceeds toward payments under the contract for the Supply of Road Safety Enforcement Equipment for BCTA. 2. The Department of Surface Transport (DoST), Ministry of Infrastructure and Transport (MoIT) now invites sealed Bids from eligible Bidders for (i) Breath analyzer calibration machine with dry gas cylinder -3 sets; (ii) Breath analyzer-10 sets; (iii) Mouth Pieces-1000 numbers; (iv) Traffic Cones-300 numbers; (v) Speed Gun-5 sets and (vi) Portable weighing machine-5 sets to be delivered to BCTA Office, Lungtenzampa, Thimphu. The period for delivery of goods is Forty-five (45) days and margin of preference shall not apply. 3. Bidding will be conducted through Request for Bids (RFB) following National market approach as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4.
