Phase 1 Breakwater. This contract involves constructing the initial phase for the restoration of Deer Island, specifically restoring the extension of the rock breakwater structure known as Katrina Key, approximately 12,000 feet, to soften the effects of normal wave erosion. This restoration includes placement of armor layer stone or bioengineered reef as the breakwater and associated geocomposite placement to return Katrina Key to near historical 1850’s dimensions. Offerors are hereby advised that all references to the FAR and DFARS within this solicitation pertain to the new Revolutionary FAR Overhaul (https://www.acquisition.gov/far-overhaul/far-part-deviation-guide). While much of the verbiage has remained consistent with the previous version of the FAR and DFARS, there are notable differences. BACKGROUND The mission of the Department of Veterans Affairs (VA), Office of Information Technology (OIT), Capital Region Readiness Center (CRRC) is to provide Information Technology (IT) services to Veterans of the United States. In meeting these goals, OIT strives to provide high quality, effective, and efficient Information IT services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans health care in an effective, timely and compassionate manner. The Capitol Region Readiness Center (CRRC) in Martinsburg (WV) houses facilities with critical technological infrastructure, sensitive Veteran data, essential personnel, and systems that support nationwide VA operations. To ensure operational continuity and protect these vital assets, OIT Space and Facilities Management ( SFM) X-Ray Inspection System and Walk-Through Metal Detector equipment to establish a robust security perimeter. SFM is responsible for overseeing the safety and security of its personnel, visitors, and critical assets, ultimately safeguarding the integrity of its operations and maintaining a secure working environment. 2. This part must be identical to what is in use to be avalid replacement. Acceptance of any item other than the original equipment would require that testing be completely reaccomplished. This is not acceptable, as it would require significant funding and time to accomplish. For this reason, only the specified power supply is deemed acceptable at this time.
