Phase 1 Breakwater. This contract involves constructing the initial phase for the restoration of Deer Island, specifically restoring the extension of the rock breakwater structure known as Katrina Key, approximately 12,000 feet, to soften the effects of normal wave erosion. This restoration includes placement of armor layer stone or bioengineered reef as the breakwater and associated geocomposite placement to return Katrina Key to near historical 1850’s dimensions. Offerors are hereby advised that all references to the FAR and DFARS within this solicitation pertain to the new Revolutionary FAR Overhaul (https://www.acquisition.gov/far-overhaul/far-part-deviation-guide). While much of the verbiage has remained consistent with the previous version of the FAR and DFARS, there are notable differences. It is incumbent upon the contractor to be fully aware of these changes and ensure their proposal complies accordingly. Furthermore, this solicitation includes specific cybersecurity requirements. The scope of work requires the contractor and/or subcontractor(s) information system to process, store, or transmit Federal Contract Information (FCI) or Controlled Unclassified Information (CUI). NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION

The U.S. Department of Commerce (DOC), National Oceanicand Atmospheric Administration (NOAA), Eastern Region Acquisitions Division, intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with AAK Power Supply Corporation, 73 Newton Road #2, Plaistow,NJ, 03685 for 200 each 5V Power Supply for the ASOS Visibility Sensor, Part Number CT15.15-.3SP, ASN:S100-2MT5A1PS1 NSN:6130-01-390-2211 for The National Logistics Support Center In Grandview, MO. Sole Source Justification The manufacturer confirmed there are no authorized distributors of this power supply. All spares for fielded equipment in this program are required to be identical to theitem which is currently in use in the field. It is not possibleto substitute for this item as introducing a different power supply could adversely impact the performance of the visi-bility sensor and this would adversely impact system availability. This part must be identical to what is in use to be avalid replacement. Acceptance of any item other than the original equipment would require that testing be completely reaccomplished. This is not acceptable, as it would require significant funding and time to accomplish. For this reason, only the specified power supply is deemed acceptable at this time. Special Notice This is the only notice to be posted. This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the needed power supply may submit substantiating documentation in writing within the open period of this notice.
