This procurement will replace KCC's existing Dynamic Purchasing System (DPS) for Skills Programme provision (SC240120), which is due to expire in August 2027. The future procurement is expected to establish a multi-supplier contractual arrangement to deliver a range of skills-based learning interventions aligned to local labour market needs and learner demand. Provision is anticipated to include vocational training, entry-level and progression-based learning, and community-based provision aimed at improving employability outcomes. KCC is currently developing its procurement strategy and intends to undertake preliminary market engagement to inform the final design of the procurement, including the route to market, lotting structure and contract model. The estimated timing of the procurement is subject to change in accordance with KCC's governance processes

Exeter City Council is seeking to award a Contract for the design, supply and installation of a brand-new Materials Recycling Facility (MRF) processing line at its depot at Exton Road, Marsh Barton, Exeter, EX2 8NR. The new plant is expected to be able to handle 10,500 tonnes per annum (over 1 x 7.5 hour day shift, 5 operational days per week) of co-mingled or source separated mixed dry recyclable Material. The main aims and objectives for the project are to: 1) Promote sustainable waste management practices 2) Provide cost effective recycling facilities to local authorities and others in Exeter and the surrounding areas. The key performance requirements of the plant include (further detail is included within the procurement documents): 1) The recovered recyclable purity rate (by weight) should meet a minimum of 95%. 2) The recovered purity rate (by weight) should meet a minimum of 97%. 3) The maximum contamination rate of recovered products shall be a maximum of 3% contamination by weight. 4) The minimum continuous throughput of the plan in tonnes per hour will be 7 tonnes per hour. 5) The minimum availability of the plant as a percentage of the required operating hours will be 95% of the total running time period of shift operations. The Authority reserves the right to issue updated version (Modification) of the documents to Suppliers as and when the need arises, in order to reflect the corresponding stage of the Competitive Flexible Procedure, together with any changes to the Procurement or any other new information. The contracting authority also reserves the right following contract award, as reflected in Schedule I of the Procurement Act 2023, to make Modifications (unforeseen at this time) as the contract evolved over the full term of the agreement.

This tender notice is for the award of a public contract through an open procedure in accordance with section 20(1) and (2)(a) of the PA 2023. RAM Road Restraint Systems Framework will include the following work activities: A. Road restraint systems installation and/or repair (standalone RRS including maintenance, renewals and new installations); B. Full or partial demolition of structures associated with road restraint systems; C. Earthworks D. Brickwork, blockwork and stonework E. Structural concrete construction and/or repairs associated with road restraint systems; F. Inspection assistance G. Temporary Traffic Management (TTM) on a live trafficked public road network H. Associated ancillary Works Further ancillary works may be asked of the successful Supplier such as: • Surface reinstatement • Site clearance including vegetation removal The Framework will comprise of three area Lots (Work Orders valued up to £750k exc VAT). A Project Lot will be used to deliver individual NEC ECC projects covering all the geographical areas detailed below (valued between £750,001 and £5m exc VAT Area Lots; • RRSF N1 – Causeway Coast & Glens, Mid & East Antrim and Antrim & Newtownabbey; • RRSF E&S1 – Belfast, Lisburn & Castlereagh, Armagh, Banbridge & Craigavon, Newry, Mourne & Down and Ards & North Down; • RRSF W1 – Mid Ulster, Derry & Strabane and Fermanagh & Omagh. This Framework will deliver works from Call-Off contracts with an overall cumulative value of £22m (ex VAT) over the four-year term. If the Contracting Authority is unable, for any reason, to award a new framework or to put in place an alternative regime to replace this Framework on its termination or expiry, any Call-Off Contract established under the Framework may be extended for a further period or periods up to a maximum of 12 additional months. This may increase the overall cumulative value to £27.5m (ex VAT).
