Ride Forever Motorcycle Safety Programme Training Delivery - Audit and Assurance Services

Ride Forever is ACC’s nationally delivered motorcycle training programme, designed to support safer riding and reduce the incidence and severity of motorcycle-related injuries on New Zealand roads. The programme is currently delivered by 11 contracted suppliers who subcontract more than 50 trainers across New Zealand. ACC seeks a qualified and experienced supplier to deliver independent audit and assurance services for the Ride Forever Motorcycle Safety Programme training delivery network. The selected supplier will develop and apply an audit framework and methodology that enables ACC to obtain objective, evidence-based assurance over the quality, consistency, safety and compliance of Ride Forever training delivery. The service will include audit planning and scheduling, national delivery of audits, on-road observation where required, assessment against approved Ride Forever requirements, reporting of findings and non-conformance, and follow-up assurance activities where approved by ACC. The supplier will work directly with Ride Forever suppliers to schedule audits and will report findings, risks, observations, recommendations and corrective actions to ACC.

ACC has an established nationwide panel of legal professionals (partners and employees of law firms, sole practitioners and barristers) with general litigation experience and specific expertise in Accident Compensation (AC), Medico-Health Law and litigation, to represent ACC as external counsel at reviews and appeals under Part 5 of the Accident Compensation Act 2001. We would like to appoint between five and ten additional legal professionals with the required expertise to the existing panel to address capacity constraints and ensure the panel can meet service demand throughout the contract term. ACC is looking for legal professionals who have the capability and experience to represent ACC on all appeals, leave and special leave to appeal, as well as some reviews where legal representation is considered necessary. We want a diverse panel of external legal representatives that reflects the diversity in the communities we serve.

ACC is seeking medical practitioners to provide independent permanent impairment assessments for our clients. Clients who sustain permanent impairment resulting from a covered injury are entitled to an independent impairment assessment. This assessment determines whole person impairment, and entitlement for either a lump sum compensation, or an independence allowance. ACC must appoint and pay an appropriate impairment assessor in accordance with the Accident Compensation Act 2001. Applicants must have a current Annual Practicing Certificate with the Medical Council of New Zealand, and substantial post graduate experience in clinical practice. Vocational registration in Occupational Medicine, General Practice, or Psychiatry is preferred but other experienced medical practitioners may also apply. Training in the use of the American Medical Association Guides to the Evaluation of Permanent Impairment, 4th Edition (AMA4), and the ACC User Handbook to AMA4 will be provided to successful applicants. The Sensitive Claims Residential Rehabilitation Services (SCRR) contract enables ACC to purchase specialist residential rehabilitation care for Clients with sensitive claims. Clients are assisted to regain, acquire or use the skills necessary for the degree of mental, physical, social, and vocational function that will enable them to lead as normal a life as possible, Suppliers will be required to provide progress and completion reports for Clients. Scope of services include: • Accommodation Services that are secure, licensed, and meets the health and disability sector requirements. • Supervision which is secured to the level required and ensuring Client’s locations are known at all times. • Provision and monitoring of general medical care as required. • Provision of individual and group counselling, day programmes and community reintegration. • Provision of transportation to and from specified locations where required. • The provision of rehabilitation in a manner consistent with each client’s culture It is important to ACC that Respondents deliver high quality services to Clients. This is achieved by providing staff with the right level of training, at the right time, to deliver a service that provides the most appropriate service to help the Client meet the highest level of independence they can. Respondents must ensure that the therapy providers delivering assessment, individual counselling and groupwork counselling under SCRR will have experience and recognised expertise in the field of sexual trauma work. The purpose of the Orthotist Services is to provide Clients with timely access to appropriate Orthoses to support their return to independence and/or work or education. We are looking for suitably qualified Suppliers to deliver Orthotist Services (ORTA) from the date of contract signing until the current contract expiry date of 30 April 2025 with one right of renewal of 2 years. It is important to ACC that Respondents deliver high quality services to Clients. This is achieved by providing staff with the right level of training, at the right time, to deliver a service that provides the most appropriate service to help the Client meet the highest level of independence they can. Respondents must ensure that all Providers of ORTA have the appropriate qualifications The ORTA contract currently expires 30 April 2026. We are opening the Elective Surgery contract to enable applications to be made by eligible Elective Surgery Service Suppliers who can meet service needs. Our aim is to ensure that ACC continues to deliver an optimum level of services to Clients. Transport for Independence Assessment Services

PLEASE NOTE – this Request for Application is only for new applicants who wish to hold the Transport for Independence Assessment Service. Current Transport for Independence Assessment Service contract arrangements stand. The purpose of the services is to provide ACC with: • A comprehensive assessment to determine the impact of injury and subsequent functional limitations affecting the client’s ability to access transport, a description of the client’s injury related transport needs and goals, and the options to meet their identified needs. • Coordination of any vehicle modifications and driver training for the client as required. You will need to have access to assessors who have the qualifications, credentialling, training and experience to deliver the new Transport for Independence Assessment Services. The assessments provided will enable ACC to make a well-informed decision about a client’s future injury related transport needs. This will ensure our clients: • have their injury related transport needs identified • receive a modified vehicle that is essential to meet their needs, where required • receive essential driver training that enables them to safely drive their modified vehicle. ACC is looking for suppliers who who can demonstrate they meet ACC requirements to deliver these services as set out in the tender documentation.
