Italian public procurement is in transition: until 31 December 2023 the central Servizio Contratti Pubblici handled state-interest tenders; today the Piattaforma Nazionale Contratti Pubblici (PNCP) at ANAC is the canonical source.
ANAC’s PNCP unified Italy’s previously-fragmented procurement publishing as part of the EU eForms transition. Above-threshold notices flow to both PNCP and TED. Sub-threshold and regional procurement publishes through a wide network of 20+ regional portals (Lombardia’s Sintel, Emilia-Romagna’s SITAR, Toscana’s SITAT and others).
The largest buyers by spend are Consip (the central purchasing body), the Ministry of Defence, ANAS (national highways), Ferrovie dello Stato (Italian railways), and the regional health authorities. The PNRR (post-pandemic recovery plan) generated a surge of construction and digital-transformation tenders that’s still working through.
