Peer Support Crisis Recovery Cafés

Health New Zealand | Te Whatu Ora invites proposals from suitably qualified providers to establish and deliver peer-led Crisis Recovery Café services across three districts: Auckland | Te Toka Tumai, Hamilton, and Lakes District. Crisis Recovery Cafés are community-based, non-clinical services that provide accessible, early intervention support for people experiencing mental health and/or addiction-related distress. The services are designed to offer a safe, welcoming, and recovery-oriented environment, providing an alternative pathway to Emergency Department presentations where appropriate. This procurement is a single-stage, open Request for Proposal (RFP). While the overall service model and core requirements are consistent across all districts, each district has specific local requirements, contexts, and service delivery considerations. Respondents may submit proposals for one or more districts; however, a separate response is required for each district applied for. Evaluation will be undertaken at a district level, and contracts may be awarded independently. Health NZ is seeking providers with demonstrated capability in delivering peer support services within the mental health and addiction sector. Providers must be able to establish services within required timeframes and work collaboratively with local stakeholders, including Hospital and Specialist Services, Emergency Departments, Police, and community providers. Services must be peer-led, culturally responsive, and aligned with the Consumer, Peer Support and Lived Experience (CPSLE) workforce competencies. The successful provider(s) will participate in co-design with Health NZ and stakeholders to finalise service delivery models and support ongoing service development, monitoring, and evaluation. This procurement aims to improve access to timely, appropriate support, strengthen community-based crisis responses, and contribute to better outcomes for tangata whaiora and whānau.

This opportunity is for peer support specialists in Hutt Hospital Emergency Department and a crisis recovery cafe service in Lower Hutt. This procurement opportunity is for two initiatives; peer support specialists in the Emergency Department at Hutt Hospital and a crisis recovery cafe service in Lower Hutt. While each initiative has its own established service model and commissioning parameters that must be upheld, there is flexibility to adapt and tailor delivery models to better meet local need. Health NZ is open to commissioning services collaboratively where this adds value. The objective is to grow the capacity in mental health and addiction services and workforce is a key priority for this Government. Health NZ I Te Whatu Ora recognises the need to provide alternative options that foster a supportive environment, lived-experience-based support for people who are in distress related to either mental health and/or addiction concerns. These initiatives will be implemented with scope for continual improvement over the initial contract term. Services are required to be peer‑led, maintain close working relationships with local mental health and addiction services, and operate under clear protocols that define linkages with mental health and addiction crisis services. Submissions are welcomed from individual providers, including Kaupapa Māori and Pacific providers, as well as from collaborations or consortia of two or more providers. This approach also enables consideration of shared resources and operational efficiencies, where appropriate, while maintaining the integrity and distinct purpose of each initiative.

Health NZ is seeking to establish an Open Panel of Suppliers for AI Ambient Scribe solutions that can be safely, responsibly, and flexibly adopted across our clinical environments. The panel will provide access to AI-enabled tools that support clinicians to generate accurate, structured clinical documentation from patient–clinician interactions, while maintaining appropriate clinician oversight and clinical safety controls. Rather than procuring a single mandated solution, this RFP is intended to create a pre-qualified panel of suppliers that meet defined clinical, technical, privacy, and assurance requirements. This will enable Health NZ services to select solutions that best meet their local needs over time, without the need for repeated, stand-alone procurement exercises. This RFP offers suppliers the opportunity to be part of a national, open panel that supports long-term adoption of AI ambient scribing across one of the largest public health systems in Aotearoa New Zealand. Successful Respondents will be pre-qualified under agreed terms and assurance settings, reducing barriers to future engagement and enabling faster, lower-friction adoption by HNZ services. We are procuring the design, establishment, and delivery of a new 6‑bed, peer‑led acute alternative service that operates 24 hours a day and provides a short‑stay, community‑based alternative to inpatient mental health admission for adults experiencing acute mental distress in the Southern district. The service will: • Be genuinely peer‑led, with lived experience at the centre of service design, leadership, and delivery • Operate in a home‑like, residential setting in either Central Otago / Queenstown or Southland / Invercargill • Be fully integrated with Mental Health and Addiction Specialist Services, including crisis and inpatient teams • Provide clinically safe, culturally responsive, recovery‑focused care that supports people through an acute episode and back into their community This is a new service, to be co‑designed locally in partnership with Health NZ, Hauora Māori Services, lived experience representatives, and other key stakeholders. We are seeking a provider (or partnership/consortium) who shares our commitment to transforming acute mental health responses through a peer‑led, recovery‑focused, culturally responsive alternative to inpatient admission. At the heart of this service is choice, dignity, safety, and connection for tāngata whaiora and their whānau. This is a unique opportunity to be involved in an exciting initiative in the development of a peer-led acute alternative service. The continuing expansion of peer-led services, within the Southern region, continues the work commenced under the Te Hurihanga Time for Change programme. Successful Respondents will be expected to: • Work collaboratively across sectors and with communities, including iwi and lived-experience partners • Deliver services aligned with national and regional suicide prevention frameworks and agreed local approaches • Lead and participate in coordination mechanisms, forums and partnership activities • Contribute to monitoring, reporting and continuous improvement, including capturing insights to strengthen future responses It is important that the service is person and whānau-centred practice that meaningfully incorporates lived experience and supports compassionate, respectful engagement with individuals, whānau and communities affected by suicide or suicidal distress. The service must provide safe, culturally responsive and non-judgemental approaches, enabling timely support and connection to appropriate services through flexible and locally responsive coordination. RFP- Health NZ Waitematā and Taranaki Districts - Supply of Clinical Trolleys

Health New Zealand Waitematā District and Taranaki District (together the Principals) require the supply of Clinical Trolleys for their Manaaki Hohonu Building and New East Wing Building (together the Projects). The Principals are nearing completion of the construction phase of the Manaaki Hohonu Building at Waitematā's Waitakere Hospital and the New East Wing Building (NEWB) at Taranaki Base Hospital. The Principal's require the procurement of 196 Clinical Trolleys as part of the Fixtures, Fittings, and Equipment required for the buildings. Manaaki Hohonu requires 68 Clinical Trolleys across 10 typologies (refer Appendix 4: Manaaki Hohonu Trolley Specifications). NEWB requires 128 Clinical Trolleys across 26 typologies (refer Appendix 5: NEWB Trolley Specifications). Note: Other Health New Zealand Districts may source Clinical Trolleys during the contract term of the contract awarded as a result of this procurement. The supplier(s) will be required to provide the same terms and conditions and the same pricing and commercial settings.
