IMO Boiler Burner Replacements

The works comprise the replacement and upgrade of the existing gas burner systems serving three boilers within the IMO Building. The Contractor shall undertake the works sequentially, maintaining heating resilience by ensuring a minimum of two boilers remain operational at all times. The items of works are summarised as follows: • Removal and disposal of existing Ecoflam burners and associated redundant equipment. • Supply and installation of new low-NOx gas burners, burner plates and associated components to all three boilers. • Replacement of boiler door refractory and installation of new boiler water temperature sensors. • Modifications to existing gas pipework, gas trains, electrical supplies and control wiring to accommodate the new burner installations. • Integration of existing boiler flow switches into the burner enable circuits. • Gas tightness testing, combustion analysis, safety device testing and manufacturer-approved commissioning of all installations. • Provision of all required testing, commissioning and compliance documentation. • Removal of redundant materials and completion of all associated builders' works. It is also worth noting that 41% of the Council’s housing stock is located within a conservation area, whereas 17% of the buildings are listed properties. Furthermore, the Council delivers major works and planned cyclical construction-based maintenance with the view of continuously improving the physical and social infrastructure of its housing stock. Currently housing repairs, maintenance and works are delivered via eight (8) Term Partnering Contracts (‘TPC’) which were procured in 2017 and 2019 for a period of up to ten (10) years as follows: • Responsive Repairs and Voids • Major Works (2 separate contracts covering North and South of the Borough) • Mechanical • Electrical • Domestic Heating • Lifts • Aids & Adaptations The Council is intending to re-procure these contracts based on revised scopes as part of an overarching Strategic Alliance Agreement, based on the FAC-1 Framework Alliance Agreement which all appointed contractors will be required to sign up to along with the contract documents specific to each requirement. The proposed contract will support Trent & Dove's statutory and regulatory obligations relating to electrical safety compliance and contribute towards maintaining 100% electrical compliance across approximately 6,300 properties. Term Maintenance Contract (Engineering & Building Fabric) 2026-2036

The Term Maintenance Contracts provide planned and reactive maintenance to Hampshire County Council (HCC) sites and schools within their (HCC and School's) Service Level Agreement (SLA). The current contracts were competitively tendered in 2017 and are due to expire on 31 July 2026. There is an ongoing need to provide a service to deliver reactive and planned preventative maintenance across the Hampshire County Council and their SLA schools' estate. The new Term Maintenance contract will be for the provision of 'Hard FM' servicing, testing and inspection of building services and fabric together with reactive maintenance services. Planned Preventative Maintenance (PPM) tasks will be scheduled using the SFG20 standard. The Contract will also include a 'helpdesk' arrangement to capture and triage reactive maintenance. HCC owns a substantial property estate, held primarily for the delivery of frontline public services, but also more generally to support the County Council's corporate priorities. The County Council's assets are diverse and include schools, residential and nursing care homes, children's homes, day centres, libraries, waste disposal and recycling facilities, country parks, rural landholdings, and operational farms. The County Council also owns and occupies offices, workshops, depots and storage accommodation, leases other commercial property to businesses and rural holdings to farmers and has responsibility for a wide range of heritage assets including listed buildings and Scheduled Monuments. The desired outcomes of the new contract are to deliver a modern and effective compliance, planned preventative maintenance and reactive maintenance service for HCC. Ensuring good quality, value for money work, is undertaken with a lifecycle approach to asset management. Utilising Concerto and digital tools to facilitate timely and accurate information management and customer interactions.
