Procurement Of A Development Partner For Kingston Potential Zone Area

Royal Borough of Kingston are conducting this Procurement to select a Development Partner to develop a district heat network in the Kingston Potential Zone Area (the "Network") and, subject to receipt of the necessary approvals, to deliver the Network using the Development Partner's chosen corporate vehicle (the "Project Company"). This is a mixed procurement. The Network is intended to operate as part of Kingston's strategic and essential utility infrastructure, designed to supply affordable, low‑carbon heat to homes and public buildings. The Network is expected to achieve significant reductions in carbon emissions compared with conventional gas‑based heating, improved local air quality through reduced combustion, and increased use of locally sourced low‑carbon energy. By providing a centralised, efficient heat solution, the Network will support the Authority's ambition to achieve borough‑wide carbon neutrality by 2038 and net‑zero Authority operations. RBK has already carried out technical and commercial feasibility work that confirms the potential for the Reference Scheme to be a viable, scalable heat network. The Reference Scheme assumes the use of waste heat from the Thames Water Hogsmill Sewage Treatment Works and is planned to connect Cambridge Road Estate, Kingston Hospital, Kingston University's Penrhyn Road campus, and the new Kingston Leisure Centre, with the potential for future expansion into Kingston Town Centre and surrounding areas as Subsequent Phase(s). 2Northamptonshire Partnership Homes (NPH) wishes to invite interested parties to bid for the provision of Energy Performance Certificates (EPC). 2.Following evaluation of submissions NPH are anticipating enter into contract with two providers to support with the completion of an EPC ‘backlog’ project, and also with ongoing EPC re-assessment programme. NPH are seeking quotations from qualified and accredited providers to deliver EPCs in accordance with the RdSAP model for the energy rating of dwellings for our residents and void properties. Primarily the properties to be surveyed are existing properties, requiring EPCs to be carried out in accordance with rdSAP, however in limited circumstances (such as extension or conversions) the contractor may be required to carry out a full SAP assessment. The appointed EPC providers will be responsible for the following: •Conduct onsite energy assessments of NPH properties in accordance with the Energy Performance of Buildings regulations. •Contacting tenants and arranging access to tenanted properties to conduct EPCs •Produce valid EPCs using approved software (Must use Elmhurst). •Provide digital copies/link of the EPC to NPH within the agreed timescales, via NPH’s contractor portal. •Supply tailored energy efficiency recommendations for each property. Kent County Council are seeking to appoint a supplier for the management and administration of its concessionary travel schemes which include the English National Concessionary Travel Scheme (ENCTS), the Kent Travel Saver and the 16+ Kent Travel Saver. This requirement is for the technical administration and associated financial forecasting activities for statutory and discretionary Concessionary Travel Schemes within the Growth, Environment and Transport Directorate and the provision of associated consultancy services. The Council has a statutory duty under The Transport Act (2000), as amended by the Travel Concessions (Eligibility) Act (2007), to provide a concessionary bus pass scheme for qualifying individuals. This is the England National Concessionary Travel Scheme (ENCTS). The ENCTS scheme for Kent involves the management of a scheme, covering circa 240,000 passes and 17 million annual trips based upon data from 2024/25. The budget for ENCTS is circa £18 million per annum. The Kent Travel Saver provides discounted travel for students in the year groups 7 to 11, who are not entitled to statutory home to school transport. The scheme encompasses 22,000 2 passes, with a gross annual cost of £14.7 million, net of £5.1 million to the Council due to pass fee income and contributions from Bus Service Improvement Plan (BSIP) funding. The 16+ Travel Saver provides discounted travel for those eligible who are staying on sixth form, attending further education college, work, learning providers or apprenticeship provider. The scheme is administered by the Council in conjunction with educational establishments, who are provided with funding from national government to provide bursaries for those on low incomes. Nottingham University Hospitals NHS Trust (The Authority) requires a Supplier to undertake relevant six facet surveys across the entirety of its estate (The Services). The purpose of the Services is to update the Physical Condition, Functional Stability, Space Utilisation, Quality, Statutory Compliance and Environmental facets across its Nottingham City Hospital, Queen's Medical Centre and Ropewalk House sites (The Premises and Locations). The objective is to establish a refreshed baseline identifying unpalatable risk across the estate to align with the objectives and targets of the Authority's relevant strategies and to inform an action plan for any remediation that may be required. The Services shall include the six facet surveys and gathering of relevant data in accordance with applicable industry standards whilst ensuring consistency of results between the various surveys required. The Services shall enable the Authority to determine the condition and risk for each facet element and allocate condition categories to its Premises and Locations on a “per facet” basis. Together with a summary of remedial works required, photos of non-compliant areas and estimated costs to bring each facet to a safe and acceptable condition, the six facet survey shall assist the Authority in prioritising budget allocation to the relevant critical areas. This information will support the Authority’s backlog maintenance reporting and Estates Return Information Collection (ERIC) information. ED0389-25 Delivery of District Heating to the Cranbrook Expansion Areas by an ESCo

East Devon District Council

East Devon District Council (EDDC) is seeking to engage the market in advance of procuring a long-term Energy Services Company (ESCo) to deliver a new District Heating Network to serve the expansion areas of Cranbrook. The scheme will serve the growth of Cranbrook new town, supplying low-carbon heat to approximately 4,500 new homes and 24,500m2; of commercial space, including three new schools. The project has successfully secured a £5.95 million capital contribution grant from the Green Heat Network Fund (GHNF), administered by Triple Point on behalf of the Department for Energy Security and Net Zero. This funding is intended to support the delivery of low-carbon heat infrastructure and will be made available to the appointed ESCo as a contribution towards eligible capital works. The scheme will be required to meet Future Homes and Future Building standards as set out in the updated building regulations. Planning consent for the network has already been secured under East Devon District Council’s Local Development Order (LDO) for district heating, adopted in July 2020. Additionally, the Cranbrook Plan has allocated two hectares of land for an Energy Centre and associated heat network plant and equipment within the development. The heat network will include heat distribution pipework, and a new heat generation source. The estimated annual heat demand from the new development is 34.05 GWh, with a diversified peak demand of 12.5 MW. A feasibility study has been carried out that has built the technical and economic case for the expansion. The successful bidder will need to develop the design to construction stage. This will involve coordination with the developers and their network builders/operators. The successful bidder will then operate and maintain the network for the duration of the contract in line with industry best practices and the Heat Trust Scheme Standards with a subsequent move to market regulations where applicable. Through Future Labs, the public ownership flagship innovation programme, Britain’s train operators are seeking pioneering solutions to four of rail’s toughest challenges. DFTO train operators have environmental and sustainability targets, whether that is for their overall carbon emissions, or specific to certain parts of their operations. In stations, we want to meet targets such as the creation of net zero stations. Severe weather events are occurring more frequently and are already impacting our operations. There is a risk that such events may impact our ability to provide a safe and operational environments for our customers and people in the future. We also know that energy generation comes from a variety of sources, and not all are renewable (low carbon intensive). As a consumer of electricity, DFTO operators cannot stipulate exactly where our electricity comes from, and the balance of power sources is very weather dependent. Although we may have purchased green energy financially, this does not mean that we are actually consuming green energy (this is a financial arrangement only). Energy production and transmission is based on regional generation and whole network loading, which is managed entirely by National Grid. There are current plans to install battery storage within some stations to store greener energy, either from onsite generation, or from when the local grid is providing low carbon intensity energy. Verneområdestyret utarbeider nå en ny forvaltningsplan for verneområdet, og har i den sammenheng et behov for å samle og oppdatere kunnskap om Stjernsundrevet. I den forbindelsen har styret for Lopphavet marine verneområde behov for bistand i kartlegging av området. Det er derfor behov for en ressurs eller flere som kan bistå oppdragsgiver. Det skal lages en visuell kartlegging av korallrevet, utarbeides en rapport i forbindelse med funnene i den visuelle undersøkelsen. Videre ønskes det forlag til videre overvåkingsprogram for å følge opp tilstanden. Det skal også lages en sammenstilling av eksisterende kunnskap om Stjernesundrevet.
