Aurora Energy's current Engineering Consultancy Services Panel, that was established in 2019, expires on the 30 August 2026. The current panel has been instrumental in the successful delivery of a range of both brownfields and greenfields substation projects across Aurora Energy's electricity network in Dunedin, Central Otago/Wānaka and Queenstown Lakes. With the upcoming expiry of the current panel, Aurora Energy are seeking proposals from suitability qualified and experienced engineering consultancy organisations to join a Next Generation Electricity Network Engineering Consultancy Services Panel. The Panel is being established to support, and be a key enabler to, the planning and delivery of our ongoing investment plans across the Aurora Energy network, particularly in relation to capital upgrades to our substation network assets. Aurora Energy's investment intentions are outlined in our Asset Management Plan Update 2026–2036, which signals planned network investment of approximately $1.24 billion over the next ten years. This investment is expected to drive a sustained programme of design and delivery activity across the network. The purpose of this Request for Proposal (RFP) is to invite suitability qualified Respondents to submit their Proposals to join the Next Generation Electricity Network Engineering Consultancy Services Panel. This is a single stage procurement process consisting of this RFP. The objective of this RFP process is to obtain sufficiently detailed information from suppliers of Electricity Network Engineering Consultancy Services about their respective organisations and their ability to provide the Requirements. This enables Aurora Energy to select and appoint Panel Members to the Panel. Aurora Energy envisages that approximately three Panel Members will be appointed to the Panel. The purpose of this procurement process is to establish an open Panel of suppliers for providing online job advertising services for the Ministry. The Panel is a list of suppliers who have been approved by MSD through the procurement process as capable of delivering the services and who have agreed to the contract. Any Respondent who agrees and meets the pre-conditions, standards, and service requirements outlined in the RFA can apply to join the Panel. This means that suppliers can apply to join the Panel throughout the life of the Contract.
