REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES — INDIVIDUAL CONSULTANT) Country: Botswana Name of Project BOTSWANA : Botswana Health Emergency Preparedness, Response, and Resilience Project (HEPRR) Project ID: P181952 Loan No. / Credit No. / Grant No .: (P181952) Assignment Title: Project Procurement Consultant Reference No .: BW-MOH-544724-CS-INDV The Government of Botswana has applied for financing from the World Bank toward the cost of the Botswana Health Emergency Preparedness, Response, and Resilience (HEPRR) Project, and intends to apply part of the proceeds for consulting services. The consulting services ("the Services") include supporting the Project Preparation Team (PPT) and the Project Implementation Unit (PIU) of the HEPRR Project in all procurement planning and management activities, in full compliance with the World Bank Procurement Regulations for IPF Borrowers (February 2025 version) and the relevant Financing Agreement. The HEPRR Project aims to strengthen health system resilience and multisectoral preparedness and response to health emergencies in Botswana. The project is organized around four components: (i) strengthening health system preparedness and resilience; (ii) improving early detection and response through a multisectoral approach; (iii) project management and Monitoring and Evaluation; and (iv) a Contingent Emergency Response Component (CERC). The Ministry of Health (MoH) is the lead implementing entity. The Project Procurement Consultant will be responsible for, among other things, the following: developing the Project Procurement Strategy for Development (PPSD) and the project procurement manual, including accompanying guidance notes; conducting market analysis, risk analysis, and early market engagement activities; preparing bidding documents, Requests for Proposals, technical specifications, Terms of Reference, and evaluation criteria for goods, works, and consulting services; managing and updating all procurement data in
