Norway – Snow-clearing services – Winter maintenance Harstad municipality 2026-2030

Background Harstad municipality needs to ensure stable, safe and reliable winter maintenance of municipal roads and associated facilities in the winter seasons from 2026 onwards. The procurement shall contribute to good accessibility for inhabitants, commercial traffic, public transport, turn-out vehicles and other road users, as well as reduce the risk of accidents and operational disturbances due to snow and ice conditions. Harstad municipality needs contractors with sufficient capacity, local knowledge and stand-by to carry out winter maintenance in defined snow clearing areas in order to safeguard the municipality's operational responsibilities throughout the winter months. The procurement shall ensure predictable deliveries and an appropriate organisation of winter operations in the relevant areas. The municipality would therefore like to enter into contracts for winter maintenance on further specified routes, where tenderers shall be able to provide a complete service in accordance with the tender documentation, route maps and contract terms. Description of the assignment The procurement is for winter maintenance in Harstad municipality, including snow clearing, snow clearing, gritting, delivery of sand as well as set-up, supplementing and taking down snow stakes. Winter maintenance work is also included in the tender documentation and the contract terms. The assignment is for municipal snow clearing areas comprising municipal roads and any associated installations in accordance with the area map. Tenderers shall thoroughly familiarise themselves with each area and be able to offer a complete service for the routes a tender is submitted for.
