1 The International Maritime Organization (IMO) seeks bids for “Provision of Fortinet Firewall Refresh, Migration, and Support Services”, in accordance with the requirements, terms and conditions stipulated herein. 2 This Invitation to Bid (ITB) consists of this document and the following annexes: Annex A: Instruction to Bidders Annex B: IMO General Contract Conditions-Goods and Services https://wwwcdn.imo.org/localresources/en/About/Procurement/Documents/IMO%20General%20condition%20Services.pdf Annex C: Terms of Reference (TOR) Annex C1: Technical Response Form Annex D: Financial Response Form Annex E: Vendor Registration Form https://www.imo.org/en/About/Procurement/Pages/Vendor-registration.aspx 3 In submitting a bid, the bidder accepts in full and without restriction the requirements of this ITB including the Terms of Reference and the IMO General Conditions of Goods and Services as the sole basis of this tender process, and waives his own conditions of sale, whatever they may be. Bidders should not submit the bid if they are unable to accept the IMO Terms and Conditions, as per Annex B. 4 Bids must be received by the IMO no later than Wednesday, 3 June 2026, 12:00 hours/noon (UK Time). Bids received after the designated time will be automatically rejected. Proposals are to be transmitted online via the IMO procurement portal. Submission of bids by other means is not accepted. INSTRUCTIONS FOR SUBMISSION OF BIDS: 5. The bid has to be submitted in two separate parts, the technical and financial part. 6. The Technical Bid shall address all aspects of the Terms of Reference through the completion of ITB: IMO-2026-ITB-001-Fortinet Firewall Refresh, Migration, and Support Services - Technical Compliance Form. Bidders must provide, as a minimum, all the information needed for the purpose of awarding a contract by fully completing Annex C.1. Technical Compliance Form. 7.
