With ILO support, this assignment aims to strengthen JCI’s capacity to deliver high quality, demand driven services and ensure the sustainability of its technical units. The objective is to assess JCI’s current structure and services and propose evidence based options for restructuring, service improvement, and financial sustainability, while supporting initial implementation and monitoring. Key tasks include analysing organisational functions and service delivery, gathering enterprise feedback, proposing a revised structure—particularly for export promotion and labour market services—developing an income generating business model, and establishing a monitoring framework for implementation.
