⑴ Official in charge of disbursement of the procuring entity : HASEGAWA Masaaki, Superintendent, Railway Technical Center, Japan Railway Construction, Transport and Technology Agency (hereinafter called JRTT) ⑵ Classification of the products to be procured : 18 ⑶ Nature and quantity of the products to be procured : Rail Flash butt welding machine : Quantity 1 set ⑷ Delivery period : 24th December 2027 ⑸ Delivery place : Kitakyushu-shi, Fukuoka ⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ① not come under Article4 or Article5 of the Regulations Concerning the Contracts for JRTT. ② have obtained the single qualification for every ministry and agency in the category of "Manufacturing of Products" or "Sales of products" for fiscal years 2025, 2026 and 2027 (the grade and area do not matter). ③ not have been suspended from participation in tenders by JRTT or the Ministry of Land, Infrastructure, Transport and Tourism. ④ not be a business operator whose management is substantially controlled by an organized crime group, nor a person for whom a request for exclusion by JRTT remains in effect. ⑤ A supplier who satisfies either one of the following requirements : ⒜ have a proven track record of delivering, within Japan, mobile rail flash butt welding machines for use in railway construction or maintenance work, capable of welding JIS 60kg rails or JIS 50N rails. ⒝ have proven experience in carrying out welding work using rail flash butt welding machines in railway construction or maintenance work within Japan. ⑥ have directly downloaded the specifications and other relevant documents from the JRTT website. ⑺ Time-limit for the submission of application forms and relevant documents for qualification at 4 : 00 p.m. 31st July 2026 ⑻ Time-limit for tender : at 4 : 00 p.m. 7th September 2026 ⑼ Contact point for the notice : Contract Division, Railway Technical Center, of JRTT, 2-
