Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ; ②not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ; ③have Grade "A", "B" or "C" on "offer of services etc." in the Kanto-Koshinetsu area in terms of the qualification for participating in tenders by the Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) and have been informed and nominated on participating in tenders in the fiscal years 2026, 2027 and 2028 ; ④prove to have the ability to lease the products concerned by themselves and by a third party, should the products requested through this notice be leased by a third party, prove to have prepared a system to provide maintenance for the leased products ; ⑤prove to have no false statement in tendering documents ; ⑥prove neither the business condition nor credibility is deteriorating ; ⑦meet the qualification requirements which official in charge of disbursement of the procuring entity may specify in accordance with Article 73 of the Cab
