Country: Lao PDR Description of the Assignment: The National Consultant will deliver the following areas of work, complementing and supporting the International Consultant:The engaged consultant is to support the following tasks.• Liaise with the NDC 3.0 team on NDC data and data structures, and provide translation support as required.• Support drafting of NDC Implementation Plan annexes, including data entry for the indicator dictionary, and liaise with technical subgroups on institutional organograms.• Map ODAMIS data flows in coordination with Ministry of Finance counterparts, compile climate budget tagging data, and liaise with line ministries on climate finance tracking arrangements.• Organise workshop logistics (venue, participants, materials, catering), co-facilitate sessions in Lao, and prepare bilingual workshop reports.• Conduct data entry and testing of the updated MRV tool using NDC 3.0 data, liaise with the NDC team on usability and Lao-language field labels, and quality-check CTF table mapping.• Co-facilitate training sessions in Lao, prepare Lao-language user guides and quick-reference cards, and provide post-training helpdesk support to the NDC team.• Review handover notes for factual accuracy, translate key sections and recommendations into Lao, and compile and archive final output files for DOE/MAE.• Support the Department of Environment (DOE) in collecting, consolidating, and updating progress and key information on climate change activities and national climate strategies/policies, and coordinate with the IT team to ensure timely uploading and maintenance of data.
