Request for Expression of Interest (REOI) COUNTRY: Republic of Lebanon PROJECT NAME: Fiscal Management Project (FMP) (P181155) CONSULTING SERVICES: Junior SIGTAS/Oracle Developer/IT Assistant DUTY STATION: Ministry of Finance 1. The Government of Lebanon has received financing from the World Bank toward the cost of the Fiscal Management Project (FMP) (P181155). The Ministry of Finance (MoF) is seeking to use part of the proceeds of the funds to finance 4 positions of Junior SIGTAS/Oracle Developer/IT Assistant. 2. The Junior SIGTAS/Oracle Developer / IT Assistant(s) will have the primary responsibility to support day-to-day technical operations related to legacy tax systems, including SIGTAS/Oracle system support, data validation and reconciliation, reporting support, digital services support, and contribution to future Integrated Tax Administration System (ITAS) readiness. 3. Responsibilities: The Junior SIGTAS/Oracle Developer/IT Assistant(s) will support system operations under the supervision of the Project Manager/Coordinator and the Senior SIGTAS/Oracle Developer, and in coordination with relevant directorates within the Ministry of Finance. The Consultant will assist in monitoring SIGTAS availability and performance; identifying and resolving minor system issues; performing routine system checks and validations; supporting data validation and reconciliation between SIGTAS, Treasury systems, and e-services; verifying VAT transactions, including declarations and payments; generating routine reports and statistical outputs; assisting in the compilation of management information; supporting e-payment and online taxpayer service processes; coordinating with internal teams on operational issues; participating in training on tax administration systems, databases, and digital services; documenting workflows and procedures; and contributing to future ITAS readiness through technical support and capacity development. 4.
