Background The Government of Liberia, through the Ministry of Agriculture, is implementing the Rural Economic Transformation Project (RETRAP) with financing from the World Bank and Additional Financing (AF) to support agricultural value chains, including cassava, rubber, poultry, piggery, rice, and vegetables. 2. The Project Implementation Unit (PIU)/RETRAP of the Ministry of Agriculture now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 3. Scope of the Assignment : The consulting services (“the Services”) include co-designing and managing the RETRAP Agro Incubator at the Tumutu Agriculture Training Center. The objective is to enhance the skills and employability of TVET youth by supporting up to 30 growth-ready enterprises through a 12-month program (6 months intensive bootcamp and 6 months coaching). The Firm will be responsible for curriculum design, screening 200 applicants to select 30 finalists, managing seed funding with a 50/50 gender focus, and linking ventures to investors. The assignment has a duration of 12 months. 4.
