Hiring of a Probity Assurance Provider to the Digital Malawi Acceleration Project

REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION) COUNTRY : MALAWI NAME OF PROJECT : DIGITAL MALAWI ACCELERATION PROJECT GRANT NO. : IDA-E338-MW ASSIGNMENT TITLE : HIRING OF A PROBITY ASSURANCE PROVIDER REFERENCE NO . : MW-PPPC-546391-CS-INDV The Government of Malawi has received a grant from the International Development Association (IDA) of the World Bank toward the cost of digital development in Malawi “ Digital Malawi Acceleration Project ” and intends to apply part of the proceeds for hiring of a Probity Assurance Provider. The overall aim of the Digital Malawi Acceleration Project is to increase access to, and inclusive use of, the internet and improve the Government's capacity to deliver digitally enabled services. The project has four components, namely, Affordable broadband and secure data hosting, Interoperable and secure data platforms, High impact digital services and productive digital usage and Project management. Under Component 2: Interoperable and secure data platforms, the Public Private Partnership Commission (PPPC) is procuring a Contractor for the Capacity Expansion of the National Data Centre. The procurement process has adopted Best and Final Offer (BAFO) to ensure value for money. The proposed approach requires the services of the Probity Assurance Provider to support the Client in the procurement process. The Probity Assurance Provider will, among other tasks, ensure that BAFO process is consistent with the applicable World Bank Procurement Regulations and the Procurement Documents as issued to the Bidders/Proposers and also ensure that the BAFO process as conducted is fair, balanced, transparent and conducted with integrity, so that no party is treated unfairly.
