SCADA, Telemetry and Control System Upgrade Advisor

Gisborne District Council invites suitably qualified and experienced consultants to submit a Registration of Interest (ROI) to provide advice on the upgrades of SCADA, Telemetry and Control Systems for Council’s three water’s infrastructure and also telemetry systems for State of the Environment monitoring, which include flood warning. The purpose of this ROI is to identify capable consultants who can demonstrate relevant expertise and approaches. Shortlisted parties will be invited to submit a detailed proposal during the second stage of the procurement process. Part of this assignment will be undertaking a broad review of available technology and suppliers on the market. As such, the advisor should be able to demonstrate independence and no particular affiliation to an equipment supplier. We are not interested in reviewing submissions from equipment suppliers at this stage. What’s important to us is working with a partner who provides genuinely independent, objective advice and can listen carefully to our current challenges before proposing practicable, fit-for-purpose solutions. We value consultants who take the time to understand the specific constraints of operating within our district, including local context, community expectations and delivery realities. Adaptability is critical, as priorities and conditions can change over time, and we expect our partners to respond constructively. We also value teams that bring broad knowledge from across the infrastructure and environmental sectors, using this experience to inform robust, well-reasoned advice that is tailored to our needs rather than applied generically.
