Health New Zealand is seeking to establish a multi-supplier Cloud Implementer Panel to support its Health Digital Investment Plan (HDIP), enabling the large-scale migration, modernisation and optional operation of cloud infrastructure underpinning national health services. The programme aims to address risks in fragmented, legacy environments by consolidating over 12,000 servers into a secure, resilient hybrid cloud model spanning public cloud, private cloud and data centres. Suppliers will deliver migration, modernisation and infrastructure optimisation services (with optional managed services), with work allocated through secondary procurements and no guarantee of volume. Proposals will be evaluated using a weighted model focused on migration capability, commercial innovation, modernisation, partnering, governance and economic benefits. The panel is expected to run for an initial four-year term (extendable up to 10 years), with proposals due 13 July 2026 via GETS.
