INVITATION FOR NEGOTIATED PROCUREMENT FOR TWO-FAILED BIDDINGS FOR THE PROVISION OF BOARD AND LODGING, INCLUDING FUNCTION HALL FOR THE EMERGENCY RESPONDERS COURSE (ERC) PROJECT ID NO. 2026-10-080 1. The Municipality of Tuba, through the 5% LDRRMF CY 2026 budget, for the contract approved by the Sangguniang Bayan for CY 2026, intends to apply the sum of Seven Hundred Fifty Thousand Pesos (Php750,000.00), being the ABC, to payments under the contract for lot. Bids received in excess of the ABC shall be automatically rejected at the bid opening. 2. The Municipality of Tuba now invites bids for the above Procurement Project. Delivery of the Goods/Services shall be on November 16-20, 2026. Bidders should have completed, within two (2) years upon the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. The Municipality of Tuba Bids and Awards Committee (BAC) now invites technically, legally, and financially capable suppliers for the said project. 4. The Procurement procedure for this requirement is Negotiated Procurement for Two-Failed Bidding pursuant to Section 53.1 of the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. The selection of the successful offer shall be based on the best and final offer that will be submitted on the set deadline to the BAC, which would meet the minimum technical specifications required. 5. The interested bidders may obtain further information from the BAC Secretariat at the BAC Office, Municipal Building, Poblacion, Tuba, Benguet, from OCTOBER 5, 2026, to OCTOBER 14, 2026, Monday to Friday, 8:00 AM to 5:00 PM. 6. The Municipality of Tuba Bids and Awards Committee (BAC) will hold the Negotiation on OCTOBER 14, 2026, at 9:00 AM at the BAC Office, Municipal Building, Poblacion, Tuba, Benguet. 7. Two (2) copies of the proposals (one original and one copy)
