INVITATION AND REQUEST FOR QUOTATION FOR NEGOTIATED PROCUREMENT – TWO FAILED BIDDINGS PROCUREMENT OF DESKTOP COMPUTER: SPECIALIZED FOR APPLICATIONS DEVELOPMENT, ENTERPRISE DATABASE MANAGEMENT AND NETWORK MANAGEMENT (ID NUMBER: DCS-TFB 2026-01-ITRA) 1) In view of the two (2) failed biddings, the Philippine Health Insurance Corporation, through the CY 2025 Corporate Operating Budget (COB) under the Extended Validity of Allotment (EVOA) intends to apply the amount of Sixteen Million Five Hundred Twenty Thousand Five Hundred Pesos (₱16,520,500.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Negotiated Procurement for the Procurement of Desktop Computer: Specialized for Applications Development, Enterprise Database Management and Network Management under ID Number: DCS-TFB 2026-01-ITRA. Quotations/Offer received in excess of the ABC shall be automatically rejected at the opening of best and final offer. 2) The Philippine Health Insurance Corporation, through its Bids and Awards Committees – Information Technology Resources A (BAC-ITR A), invites PhilGEPS registered, technically, legally, and financially capable suppliers to participate in the above Procurement Project. 3) The procurement will be conducted through Negotiated Procurement - Two Failed Biddings pursuant to Section 35.1 of the Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 12009.
