Republic of the Philippines PROVINCE OF QUIRINO Cabarroguis -oOo- BIDS AND AWARDS COMMITTEE INVITATION TO BID FOR (Re-advertised) Construction of Local Road in Barangay Divisoria Sur, Maddela, Quirino Project/Contract ID. PB-CW-2026-121 1. The Provincial Government of Quirino, through the FALGU-LGSF, C.Y. 2026 intends to apply the sum of P5,000,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for (Re-advertised) Construction of Local Road in Barangay Divisoria Sur, Maddela, Quirino. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Provincial Government of Quirino now invites bids for the aboved Procurement Project Completion of the Works is required 60 Calendar Days. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). 3. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. The award shall be given to the bidder with the Lowest Calculated Responsive Bid (LCRB) following procedures under Sections 61 and 63 of the same IRR. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4.
