CONSULTING SERVICES FOR SECURING ENVIRONMENTAL COMPLIANCE CERTIFICATE (ECC) FOR THE PROPOSED REHABILITATION OF DAGUP-ALIBANGSAY-CARDIZ FMR (NPTFB)

INVITATION TO SUBMIT PROPOSALS Consulting Services for Securing an Environmental Compliance Certificate (ECC) for the Proposed Rehabilitation of Dagup–Alibangsay–Cardiz Farm-to-Market Road (FMR) 1. The Municipal Government of Bagulin, through the General Fund CY 2026, intends to apply the sum of Two Million Two Hundred Thousand Pesos (₱2,200,000.00), being the Approved Budget for the Contract (ABC), to payments under the contract for the Consulting Services for Securing an Environmental Compliance Certificate (ECC) for the Proposed Rehabilitation of Dagup–Alibangsay–Cardiz Farm-to-Market Road (FMR). 2. Pursuant to Section 53.1 (Two Failed Biddings) of the Implementing Rules and Regulations (IRR) of Republic Act No. 12009, the Municipal Government of Bagulin invites technically, legally, and financially capable consultants to participate in the Negotiated Procurement for the above project. 3. The procurement opportunity shall be posted for three (3) calendar days, from 13 October 2026 to 16 October 2026, on the PhilGEPS website, the website of the Procuring Entity (if available), and in a conspicuous place within the premises of the Municipal Government of Bagulin, in accordance with the applicable provisions of the IRR of RA No. 12009. 4. Interested consultants may obtain further information from the BAC Secretariat at the address below from 8:00 A.M. to 5:00 P.M., Monday to Friday. 5.
