Invitation to Bid Supply/Delivery of Diesel Fuel and Lubricants for Operations and Maintenance of Awayan Pumping Station of Libmanan-Cabusao Pump Irrigation System, Libmanan, Camarines Sur 1) The National Irrigation Administration - Camarines Sur Irrigation Management Office (NIA CSIMO), using a Single Year Framework Agreement (Outright Determination of Lowest Calculated and Responsive Bid under GPPB Resolution No. 27-2019), through the GAA/OMNISPIS CY 2026 intends to apply the sum of Php 13,779,080.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Supply/Delivery of Diesel Fuel and Lubricants for Operations and Maintenance of Awayan Pumping Station of Libmanan-Cabusao Pump Irrigation System, Libmanan, Camarines Sur. Bids received in excess of the ABC shall be automatically rejected at bid opening. The National Irrigation Administration - Camarines Sur Irrigation Management Office (NIA CSIMO) now invites bids for Supply/Delivery of Diesel Fuel and Lubricants for Operations and Maintenance of Awayan Pumping Station of Libmanan-Cabusao Pump Irrigation System, Libmanan, Camarines Sur. Delivery of the Goods is required within the delivery period stated in Section VI Schedule of Requirements of the Bidding Documents. Bidders should have completed, at least within two (2) years from the date of submission and receipt of bids, contracts similar to the Project. Instructions to Bidders. 2) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. 3) Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant s
