Invitation to Bid for Construction of Solar Pump System, Mounting Structure and AI Satellite-Assisted Monitoring for ZDS IMO Cluster 5 1) The National Irrigation Administration – Regional Office 9 (NIA-RO9) through the EGPIP-SOLAR CY 2026 intends to apply the sum of Sixty-Seven Million Nine Hundred Thirty-Six Thousand Three Hundred Forty-Nine Pesos & 80/100 (Php 67,936,349.80) being the Approved Budget for the Contract (ABC) to payments under the contract for Construction of Solar Pump System, Mounting Structure and AI Satellite-Assisted Monitoring for ZDS IMO Cluster 5. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The NIA-RO9 now invites bids for Construction of Solar Pump System, Mounting Structure and AI Satellite-Assisted Monitoring for ZDS IMO Cluster 5. Completion of the Works is required 180 Calendar Days. Bidders should have completed, within September 2020 – September 2025 from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4) Interested bidders may obtain further information from NIA-RO9 and inspect the Bidding Documents at the address given below from Monday to Thursday at 8:00 AM to 5:00 PM. 5) A complete set of Bidding Documents may be acquired by interested bidders on October 17 – November 9, 2026 until 8:30 AM from the address National Irrigation Administration – Regional Office IX, Regional Center, Balintawak, Pagadian C
