The Eligibility Check/Screening as well as the Preliminary Examination of Bids shall use non-discretionary “pass/fail” criteria. Post-qualification of the Lowest Calculated and Responsive Bid (LCRB) or the Single Calculated and Responsive Bid (SCRB) shall be conducted.
