Republic of the Philippines Province of Masbate Municipality of Mandaon BIDS AND AWARD COMMITTEE INVITATION TO APPLY FOR ELIGIBILITY AND TO BID The Local Government Unit of Mandaon, through the GENERAL FUND 2026 intends to apply for the sum of Php 1,400,000.00 being Approved Budget for the Contract (ABC) projects. Prospected bidders should possess a valid PCAB applicable to the contract and have completed a similar contract with a value of at least 50%. The Eligibility Check/Screening as well as the Preliminary Examination of Bids shall use non-discretionary “Pass/Fail criteria”. The BAC will conduct post qualification of the lowest calculated bid. All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the provisions of Implementing Rules and Regulation (IRR) of Republic Act 12009. It may also be downloaded from the website of the Philippine Government Electronic Procurement System (PhilGEPS), provided that the bidders shall pay the fee for the Bidding Documents not
