1. The Local Government Unit of Placer, Masbate through the 5% MDDRM Fund intends to apply the sum of SIX MILLION SEVEN HUNDRED FORTY-NINE THOUSAND ONE HUNDRED SIXTY-NINE AND 90/100 (6,749,169.90) being the Approved Budget for the Contract (ABC) to payments under the contract for Storm Surge and Flooding Protection of Critical Point Facility-CICS Evacuation Center (Construction of a 410-meter sports oval featuring an 8.5 meter wide subbase, 339 meters of lined canal, and 68/ meters of RCPC for drainage, alongside 70 meters of perimeter fencing)/INFRA 2026-10-PLA014. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Local Government Unit of Placer, Masbate now invites bids for the above Procurement Project. Completion of the Works is required 117 calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 4.
