Republic of the Philippines Province of Samar Municipality of Matuguinao Invitation to Bid for IMPROVEMENT OF LEVEL III WATER SUPPLY SYSTEM IN POBLACION MATUGUINAO SAMAR The LGU Matuguinao, through the LGSF-GEF 2026 GAA RA 12314 intends to apply the sum of TWENTY-FIVE MILLION PESOS ONLY (PHP 25,000,000.00) ONLY being the Approved Budget for the Contract (ABC) to payments under the contract for 2026-017 IMPROVEMENT OF LEVEL III WATER SUPPLY SYSTEM IN POBLACION MATUGUINAO SAMAR. Bids received in excess of the ABC shall be automatically rejected at bid opening. 1) The LGU Matuguinao now invites bids for IMPROVEMENT OF LEVEL III WATER SUPPLY SYSTEM IN POBLACION MATUGUINAO SAMAR. Completion of the Works is required 35 Calendar Days. Bidders should have completed, within 30 Calendar Days from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). 2) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
