INVITATION FOR NEGOTIATED PROCUREMENT FOR TWO-FAILED BIDDINGS FOR THE SUPPLY AND DELIVERY OF EARLY WARNING SYSTEM (MDRRMO) Project ID No.: 2026-10-088 1. The Municipality of Tuba, through the CY 2026 Budget, intends to apply the sum of Two Hundred Fifty Thousand Pesos (Php250,000.00), being the ABC to payments under the contract for the lot. Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening. 2. The Municipality of Tuba now invites bids for the above Procurement Project. Delivery of the Goods/Services will be within thirty (30) working days upon receipt of Notice to Proceed (NTP). Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II (Instructions to Bidders). 3. The Municipality of Tuba Bids and Awards Committee (BAC) now invites technically, legally, and financially capable suppliers for the said project. 4. The Procurement procedure for this requirement is Negotiated Procurement for Two-Failed Bidding pursuant to Section 53.1 of the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. The selection of the successful offer shall be based on the best and final offer that will be submitted on the set deadline to the BAC, which would meet the minimum technical specifications required. 5. The interested bidders may obtain further information from the BAC Secretariat at the BAC Office, Municipal Building, Poblacion, Tuba, Benguet, from OCTOBER 28, 2026, to NOVEMBER 04, 2026, Monday to Friday, 8:00 AM to 5:00 PM. 6. The Municipality of Tuba Bids and Awards Committee (BAC) will hold the Negotiation on NOVEMBER 04, 2026, at 9:00 AM at the BAC Office, Municipal Building, Poblacion, Tuba, Benguet. 7.
