Background : The Federal Government of Somalia (FGS) has received financing from the World Bank through the Somalia Productive, Resilient and Inclusive Growth Project (SPRING Project) and intends to apply part of the proceeds of the above project to finance the consultancy service to support the establishment of a comprehensive digital infrastructure for Central Bank Of Somalia’s Enterprise Digital Governance And Transformation Programme 2. Responsibilities: The purpose of this assignment is to engage a qualified consulting firm (“Consultant”) to design, implement, and support initial institutionalization of an integrated set of capabilities and frameworks at CBS covering: A COBIT 2019–based IT governance assessment and framework design across the Bank’s IT processes, including gap analysis, target-state definition, and supporting governance documentation; a Digital Transformation Strategy and roadmap; A TOGAF-aligned Enterprise Architecture function and artifacts; An enterprise Data Governance Framework; An AI Governance Framework and operating model and Capacity building across all work streams.
