UNICEF has now issued a Request for Proposals in order to select a service provider for the Establishment of Global Long-Term Arrangement for Services (LTASs) for the provision of consultancy services to UNICEF in Education. UNICEF requires specialized technical expertise from consultancy firms to support its education work, including analyses, programme design, research, and evaluations that advance results for children. To address increasing demand and ensure timely, high-quality support, UNICEF will establish non-exclusive Long-Term Arrangements for Services (LTASs) with organizations in the education sector. These LTAs will enable rapid deployment of qualified experts to provide technical assistance, advisory services, and capacity building across headquarters, regional, and country offices, including Centers of Excellence in Nairobi, Bangkok, Amman, and Panama. The LTAs will accommodate diverse institutional capacities and pricing structures, with an emphasis on consortia that include programme country institutions to strengthen local expertise. The scope of services will be structured across ten defined service categories, which are as follows: 1. Education sector analysis 2. Education sector planning 3. Education sector budgeting, costing and financing 4. Education management information systems (EMIS) advisory services 5. Curricula, school leadership, teaching and learning 6. Digital learning 7. Education research 8. Monitoring, Evaluation, and Learning 9. Learning assessment and measurement of skills 10. Equity, Inclusion, and Out‑of‑School Children Initially valid for three years and extendable up to seven years based on performance and market review, the LTAs aim to streamline procurement processes, reduce lead times, and ensure access to high-quality, contextually relevant expertise.
