Background Climate change affects different rightsholders differently. Children, comprising about 30% of the world population, will be impacted much longer and more severely by climate change. Certain children such as those trapped in poverty, forced to work or living in conflicts zones will face disproportionate impacts. At the same time, children are not merely victims of climate change. They have agency and are future leaders. If “enabled” to participate meaningfully in climate action decisions, they can become change makers. The International Court of Justice’s July 2025 climate change advisory opinion (AO) marks an important milestone in clarifying the obligations of States in relation to climate change and legal consequences of a breach of these obligations. The AO is expected to shape laws and policies in all world regions. However, awareness about the AO seems low among children, especially those from disadvantaged or vulnerable groups. Moreover, since the AO contains legal analysis of multiple domains of international law, not all children on their own may fully understand the AO or its practical implications for them. Objectives, Purpose & Expected results The toolkit will be designed for children to understand, contextualize and operationalize the AO. In other words, the toolkit will be an enabler for children to actioning the climate change AO. The toolkit will simplify legal concepts used in the AO. It will be child-friendly in terms of format and relatable to the experiences of children from diverse backgrounds. While the
