Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The External Consultant will support the Ministry of Economy, Environment and Agriculture of Ukraine and the social partners in strengthening their capacities to draft new legislation for employment promotion. Key tasks include reviewing the current employment frameworks to identify institutional gaps, providing technical inputs to the structure and content of the new employment promotion law, including definition of key provisions, institutional roles, and alignment with national employment policy objectives. Outputs include providing a structured, annotated outline with embedded strategic decision points and specific, actionable provisions for key areas like activation, digitalization, integrated case management, youth guarantees, and benefit administration, as well as relevant presentations to key stakeholders. All deliverables must demonstrate technical rigor, be aligned with International Labour Standards and relevant EU acquis.
