The programme aims to strengthen local governance, municipal financing, planning, and inclusive local development across Cabo Verdes 22 municipalities. Scope of ServicesThe selected firm will conduct an independent evaluation of programme performance, assessing relevance, effectiveness, efficiency, sustainability, and the added value of the Joint Programme approach. The assignment includes document review, stakeholder consultations, field visits, data analysis, and preparation of evaluation reports and recommendations.
