UPU

The SWOT analysis should examine activities con-ducted through the UPU over at least the last three years. It should provide a final analysis and recommenda-tions, inclusive of budgetary assessments, aligned with a three-year implementation period and the relevant UPU work plans for the Dubai cycle (2026–2029) to ensure that synergies are identified and leveraged. A thorough presentation of the final gap assessment and SWOT analysis should be provided to all relevant stakeholders. The study should consider industry initiatives such as the International Air Transport Association (IA
