Consultant - Pilot phase of the institutional capability framework (ICF)

The World Intellectual Property Organization (WIPO) is developing the Institutional Capability Framework (ICF) as a diagnostic tool designed to help universities and public research institutions assess and strengthen their knowledge and technology transfer (K/TT) capabilities. The objective of this assignment is to engage a qualified expert to support the operationalization and scaled deployment of the ICF. The selected Consultant will work closely with WIPO to refine the framework based on PoC findings and expert review, develop the performance signals component of the evidence model, support the implementation of the expanded pilot, and produce analytical outputs that will inform the future development and potential scale-up of the ICF. The overall objective is to transform the current framework into a simplified, scalable, and user-ready system suitable for broader institutional adoption.
