Proc.: G-GP-CS-INDV3M 1. Project Background The Republic of Lebanon (the Borrower), represented by the Council for Development and Reconstruction (CDR), has received a loan of US$200,000,000 from the International Bank for Reconstruction and Development (IBRD) to support the Green, Agri-food Transformation for Economic Recovery Project (GATE). The Green Plan (GP), which has been delegated by the Council for Development and Reconstruction (CDR) to implement and manage Subcomponent 2.1, intends to allocate part of the loan proceeds to eligible payments under contracts for consulting services. These services include the recruitment of an Individual Consultant to serve as Environmental Specialist – Part Time under the Green Plan for the GATE Project. The consulting services include providing comprehensive technical assistance and support to Gate project at the Green Plan to ensure that all Green Plan activities under Subcomponent 2.1 are planned, implemented and monitored in full compliance with the World Bank’s Environmental and Social Framework (ESF), Environmental and Social Standards (ESS), Environmental and Social Commitment Plan (ESCP), and other relevant instrument. The assignment encompasses the following elements: 1. Environmental Risk Management and Oversight 2. Monitoring, Evaluation and Reporting 3.
