REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) Country : São Tomé and Principe Project : ACCESS TO CLEAN RESILIENT ELECTRICITY PROJECT (ACRE) Loan No./Credit No./ Grant No. : E259-ST Assignment Title: Recruitment of a Contract Manager for the Technical Implementation Unit REFERENCE NO .: 53/C/ACRE/2026 The Government of the Republic of Sao Tome and Principe (GoSTP) has received grant financing from the World Bank toward the cost of the Access to Clean Resilient Electricity Project (ACRE) whose objective is to increase access to sustainable and clean energy in Sao Tome e Principe. This is aligned with the ASCENT MPA Program Development Objective (PrDO) of accelerating access to sustainable and clean energy and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) is to recruit a Contract Manager for the Technical Implementation Unit. The objective of the assignment is to provide specialized contractual and project management support to the Technical Implementation Unit (TIU), ensuring effective contract administration, contractual compliance, risk management, and support to procurement and implementation activities under the ACRE Project. MIRN intends to hire a part-time Contract Manager for the TIU to support in: Drafting of contracts Help review bids from a contractual perspective Support contract negotiations Monitoring contracts for compliance, risk identification, mitigation, etc. Management of the projects’ activities working closely with EMAE, AGER and MIRN. The Consultant will support the TIU, MIRN, EMAE, AGER, AFAP, and other relevant stakeholders in the management and monitoring of contracts financed under the Project.
