REQUEST FOR EXPRESSIONS OF INTEREST Country: Republic of Tajikistan Project: One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia Grant No.: E452-TJ Assignment Title: Consulting Services for development of Infection Prevention and Control Standard Operating Procedures (SOPs) for priority pathogens and conducting cascade training for the One Health Workforce Reference No. (as per Procurement Plan): OHP/CS/CQS-2026/10 1. The Republic of Tajikistan has received financing from the International Development Association and International Bank for Reconstruction and Development toward the cost of the One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia and intends to apply part of the proceeds for consulting services. 2. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: https://edavlat.tj//uploads/2026/6/17/b5a864eeef46566d2a7932382c935d8b_original.216547.pdf 3. The State Institute “Agriculture Entrepreneurship Development” now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The criteria for selecting the Consultant are: - The consulting firm should have at least 3 years of providing consulting services in public health, accreditation systems or related fields. Experience working with the MOHSPP is mandatory. - The consulting firm should have at least 3 years of experience in each of the following: (1) conducting situational assessments in public health, IPC, or laboratory biosafety; (2) developing national standards, SOPs, or regulatory/guidance documents in health or veterinary sectors; (3) designing and delivering training or capacity building programs for health workforce. This experience must be supported by documentary evidence,
