REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTANT) Senior Waste Management Policy and Institutional Development Consultant Country: Sint Maarten Project: The Sint Maarten Emergency Debris Management Project Assignment Title: Senior Consultant-Waste Mng Policy and Institutional Development Credit/Loan no. : TF-B9747 Reference no .: SX-NRPB-560450-CS-INDV The Government of Sint Maarten has received financing from the World Bank toward the cost of the Emergency Debris Management Project (EDMP) and intends to apply part of the proceeds for consulting services. The overall objective of the assignment is to engage a Senior Consultant to provide specialized technical and strategic expertise to support the implementation of activities aimed at strengthening the waste management sector. The Consultant will contribute to policy enhancement, capacity building and asset management within the Ministry of Public Housing, Spatial Planning, Environment and Infrastructure (VROMI) and other relevant government entities. The assignment will support ongoing operations and the establishment of a stronger institutional and policy framework for sustainable waste management and improved sector performance. The Supervision Consultant will deliver the following: Inception Report and Work Plan Develop a National Disaster Waste Policy (Activity E.1) Development of Terms of Reference for dedicated policy capacity (Activity A.3) Public guidance protocols for hurricane-related waste management and disaster readiness (Activity E.2) Final assignment report The Consultant shall ensure that all activities are implemented in accordance with the quality standards, time and budget elaborated in the contract document.
