GENERAL PROCUREMENT NOTICE COUNTRY: PHILIPPINES NAME OF PROJECT: PROJECT FOR LEARNING UPGRADE SUPPORT AND DECENTRALIZATION (PLUS-D) SECTOR: EDUCATION AND SKILLS GENERAL PROCUREMENT NOTICE Loan No.: 99330-PH Project ID No.: P514085 The Government of the Philippines, through the Department of Education (DepEd), has received financing in the amount of US$600 million from the World Bank to support the cost of implementing the Project for Learning Upgrade Support and Decentralization (PLUS-D), and it intends to apply part of the proceeds for payments of goods, non-consulting services and consulting services to be procured under this Project. The project will include the following components: Component 1 – System-Level Interventions. This component supports system-wide activities to recover or accelerate learning in primary education, as well as improve the quality of lower secondary education nationwide through centralized implementation by the Department of Education (DepEd)’s Central Office. It supports DepEd’s learning recovery programs including through the rollout of the Academic Recovery and Accessible Learning (ARAL) Program. Further, it strengthens teacher qualifications and school leadership through professional development programs including coaching and regular classroom observations. Moreover, it supports the development and implementation of innovative assessments, as well as the enhancement of teaching and learning conditions and other system capacity improvements. Procurement under this component will include (a) consulting services for the provision of technical assistance and advice to DepEd in areas including policy and program development, teacher professional development, learning assessments, digitalization initiatives, and communications; (b) goods such as ICT equipment, software, and teaching and learning resources; and (c) non-consulting services including for the development of teaching and learning resources.
