FEDERAL GOVERNMENT OF NIGERIA FEDERAL MINISTRY OF WATER RESOURCES AND SANITATION IN COLLABORATION WITH THE FEDERAL MINISTRY OF POWER SUSTAINABLE POWER AND IRRIGATION FOR NIGERIA (SPIN) PROJECT IDA Credit No: IDA-76370 REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTANCY SERVICES Assignment Title: ENGAGEMENT OF A CONSULTING FIRM FOR HYDROPOWER PUBLIC-PRIVATE PARTNERSHIPS (PPP) PROCESS AND GUIDELINES REVIEW Reference No.: FMWR&S/SPIN/QCBS/CS/2026/013 The Federal Government of Nigeria (FGN), through the Federal Ministry of Water Resources and Sanitation (FMWRS) in collaboration with the Federal Ministry of Power (FMP), has received financing from the World Bank toward the cost of implementing the Sustainable Power and Irrigation for Nigeria (SPIN) Project, and intends to apply part of the proceeds to finance the engagement of a Consulting Firm for the Hydropower Public-Private Partnerships (PPP) Process and Guidelines Review. The SPIN Project is designed to strengthen dam safety and improve the management of water resources for hydropower and irrigation in selected areas of Nigeria. The FGN through the development of a Hydropower Master Plan (HMP) seeks to increase collaboration between the FMWR&S and the FMP to attract private investment and partnerships in the hydropower sector. This requires an assessment of the existing legal, regulatory, institutional, and procedural frameworks governing private sector participation in the development and operation of brownfield and greenfield hydropower projects, to support efficient, transparent, and bankable implementation of the HMP.
