REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) The Government of Indonesia Global Environment Facility Indonesia Sustainable Cities Impact Project Grant No.: TF0B8114 Assignment Title: Climate-Smart and Nature-Positive Urban Development Masterplan Reference No.: ID-DIT.TRP3B-563083-CS-CQS The Government of Indonesia had received financing from the World Bank toward the cost of the Global Environmental Facility Indonesia Sustainable Cities Impact Project (SCIP) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include: (a) Diagnostic and City Positioning Study: baseline and positioning analysis, visioning and target setting, technical readiness assessment; (b) Urban Spatial-System Dynamics Model Definition and Development: template model development, detailed model development for Bitung; (c) Scenario Development, Simulation and Best-Fit Scenario: scenario construction, best-fit scenario selection, best-fit scenario feedback into spatial-system dynamics; (d) The Preparation of Integrated Urban Development Masterplan: citywide spatial development framework (macro scale), area-based development plan (meso scale), site-level investment and implementation packages (micro scale), masterplan replicability guide; (e) Interactive Urban Scenario Planning Platform: platform functionality, scenario visualization and analytics; modular urban spatial-system dynamics model replicability package; hosting, deployment and capacity transfer. The Services are expected to start in October 2026 and be performed during a period of 8 months. The total estimated level of effort is approximately at 88 technical/professional staff months.
