REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Country : Indonesia Name of Project : Indonesia Health Systems Strengthening (IHSS) Project Loan No. : IBRD Loan No. 9626 Assignment Title: : Commercial Compliance and Documentation Assurance Consultancy Firm Reference No. : ID-COMP 4 IHSS-550312-CS-QCBS The Ministry of Health (MoH) of the Republic of Indonesia has received loan financing from the World Bank to support the implementation of the Indonesia Health System Strengthening (IHSS) Project, with total funding amounting to EUR 3.7 billion. The IHSS Project operates at an unprecedented scale, serving over 10,000 health facilities across Indonesia's 6,500 inhabited islands, involving high-volume and complex procurement of medical and laboratory equipment. Given this complexity, MoH requires additional capacity to strengthen its commercial documentation, compliance arrangements, and governance processes. To address this, MoH intends to engage a suitably qualified consulting firm to provide concurrent commercial compliance advisory and review support. The selected firm will work in close coordination with the Inspectorate General (IG), the probity auditor, and the World Bank to ensure alignment and avoid duplication of efforts. The consulting services ("the Services") consist of concurrent commercial compliance audit and advisory support to MoH for the implementation of the IHSS Project, with a focus on transactions, engagements, and communications with vendors, suppliers, and other private sector actors across the SOPHI, SIHREN, InPULS, and project management components.
