THE UNITED REPUBLIC OF TANZANIA MINISTRY OF WORKS TANZANIA NATIONAL ROADS AGENCY TANZANIA TRANSPORT INTEGRATION PROJECT (TanTIP) – PROJECT ID: P165660 REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION) CONSULTANCY SERVICES FOR ENGAGEMENT OF INDIVIDUAL CONSULTANT FOR MONITORING OF GENDER-BASED VIOLENCE (GBV/SEA/SH) UNDER THE TANZANIA TRANSPORT INTEGRATED PROJECT (TANTIP) SUB PROJECTS; Tender; NoTR36/CCP/P165660/2026/2027/C/20 The Government of the United Republic of Tanzania has received a credit from the World Bank towards the cost of the Tanzania Transport Integration Project (TanTIP) which amongst others, comprises the upgrading of Iringa – Msembe (104 km) road and rehabilitation and improvement of Lake Manyara Airport. The Government, through Tanzania National Roads Agency (TANROADS) intends to apply part of the credit proceeds to eligible payments under Contract for Consultancy Services for Engagement of Individual Consultant for Monitoring of Gender-Based Violence (GBV/SEA/SH) Under the Tanzania Transport Integrated Project (TanTIP) Sub Projects for which these Terms of Reference are issued. One of the key social risks associated with large-scale transport infrastructure projects is Gender-Based Violence (GBV), including Sexual Exploitation and Abuse (SEA) and Sexual Harassment (SH). Such risks may arise due to labor influx, power imbalances, community-worker interactions, and inadequate awareness or enforcement of codes of conduct. In line with national laws and policies of Tanzania, and applicable Environmental and Social Frameworks (including World Bank ESF where applicable), TanTIP has committed to the prevention, mitigation, and response to GBV risks. To ensure effective implementation of GBV risk mitigation measures, regular and systematic monitoring of GBV-related actions and outcomes is required.
