Special Notice Alternate Design and Delivery Methodologies (ADDM) Candidate Projects

1. Description & Purpose The U.S. Army Corps of Engineers (USACE), Europe District (NAU) is issuing this Special Notice seeking information for acquisition planning purposes as part of its ongoing market research and industry intelligence gathering. 10 U.S.C. 2808a permits transactions other than contracts, grants, or cooperative agreements for facility construction and repair—including planning, design, engineering, prototyping, piloting, and execution. NAU is currently evaluating candidate projects as potential test cases for piloting innovative delivery processes and Alternate Design and Delivery Methodologies (ADDM). These methodologies include Progressive Design-Build (PDB), Design-Build to Budget (DB2B / DBtB), Integrated Design and Construction (IDAC), Construction Manager at Risk (CM@Risk), utilizing Other Transaction Authorities (OTA), evaluated alongside traditional Federal Acquisition Regulation (FAR) delivery models such as Design-Bid-Build (DBB) and Design-Build. Objectives of this Notice The Government is presenting the basic features, current design status, schedule milestones, funding parameters, and known constraints of three (3) candidate projects. Please note: The Government is not requesting capability assessments, corporate marketing presentations, or expressions of interest in competing for these projects. Rather, NAU is seeking targeted industry perspective and analytical feedback on the following core areas: Fit for ADDM Methodologies: Industry perspectives on which of the identified candidate projects are well-suited for specific ADDM methodologies (e.g., PDB, DBtB/DB2B, use of OTA) and the operational, technical, or contractual reasons supporting that fit. Suitability of Traditional FAR Methodologies: Industry perspectives on whether any of the three candidate projects would be better procured through traditional FAR delivery models (e.g., fully USG-controlled Design-Bid-Build) instead of innovative methodologies.
